John Murray

John, a co-founder and Managing Partner of Lineofsight, is an expert in enhancing board effectiveness, corporate governance, risk management, and organisational culture. He has over 25 years of experience in board advisory, corporate finance, and strategic leadership across 300+ clients including corporates, government and public sector entities.

He spent 17 years with Deloitte, where he gained exposure to a diverse range of consulting projects nationally as part of the Board Advisory practice. He has led over 100 reviews and development programmes on behalf of clients, including various high-profile leadership and governance assignments. Several of the reviews have involved a detailed assessment of how governance failings have contributed to the sub-optimal handling of operational, financial, or quality performance issues by the board.

He has led numerous board and executive team evaluations that assessed team dynamics and forum effectiveness; the role of the board in shaping strategic direction and organisational culture; and the impact and influence leaders have with external stakeholders. In addition, he has facilitated individual 360 reviews, provided executive coaching, led board development programmes, and designed and delivered senior leader development programmes for large cohorts.

John has conducted detailed technical assessments of board governance arrangements, and compliance with good practice in corporate governance, and co-developed action plans with clients to support the redesign of governance models.

Emily Glover

Emily, a co-founder and Partner of Lineofsight, is a highly experienced enterprise risk management and governance professional. She has a clinical background, is a Fellow of the Institute of Risk Management, and spent seven years with the Deloitte Board Advisory practice. She has worked across the UK and the Middle East in both operational and consultancy roles, supporting a wide range of organisations to strengthen their governance frameworks.

Emily has a proven track record in designing and implementing robust governance strategies, facilitating boards to identify and align key strategic risks with organisational objectives through their Board Assurance Framework, and embedding risk appetite into decision-making. She is particularly skilled in supporting clinicians to develop robust governance arrangements including cross-divisional risk mitigation strategies, and effective escalation pathways.

With deep expertise in the Well-Led framework and the full spectrum of the CQC Well-Led Quality Statements, Emily has guided NHS trusts in refining governance structures at both corporate and divisional levels. She has supported NHS organisations to respond to the growing  focus on co-production, service user involvement, and integrated working across place-based and provider collaborative arrangements. Her work enables boards to critically evaluate and enhance the effectiveness of leadership, governance, and organisational culture in driving high quality, person-centred care. She supports senior leaders to embed a clear strategic vision, strengthen accountability, and foster a culture of continuous improvement, ensuring care delivery is safe, sustainable, and high performing.

Emily has led numerous high-profile board level investigations into culture and behaviours, and assessed organisational capabilities in learning from patient deaths within the context of regulatory requirements. Her strategic insight and hands on experience make her a trusted advisor to boards seeking to enhance governance, risk management and organisational learning.

Lucy Bubb

Lucy, an Associate Partner at Lineofsight, joins us from Deloitte where she spent 18 years as a key senior member of the Board Advisory practice. She brings extensive experience in reviewing and improving leadership and governance arrangements across a range of sectors. Lucy has a background in NHS finance (CIPFA qualified) and operational management.

Lucy has worked with a significant number of boards over recent years and specific areas of focus have included compliance with relevant regulatory guidance, board impact and dynamics as well as committee effectiveness. This means that she has considerable experience in successfully engaging with key internal and external stakeholders and managing difficult relationships. She is keen to share learning and insight with all her clients, both within and across sectors, and has contributed to several published thought leadership pieces. 

In her previous roles, Lucy led and managed hundreds  of board effectiveness, leadership, and governance reviews within the health sector, including those against the NHS Well-led framework and its predecessor frameworks (Board Governance Assurance Framework and the Quality Governance Assurance Framework). This included CQC rated ‘outstanding’ organisations as well as those on considerable improvement journeys. She also led numerous capacity and capability reviews, assessing current leadership and governance arrangements and their fitness for the future.

In recent years, Lucy has led board effectiveness reviews at numerous government arm’s length bodies, considering their complex environments balancing independence with accountability. Through this work she has been able to provide support with comprehensive board skills audits, developing concise committee terms of reference, and managing stakeholder relationships.
